What is DigiLocker?

DigiLocker is an initiative by the Central Government of India, under the Digital India programme, to march towards paperless and digital governance.  Previously, it was important to get photocopies of official documents attested by a gazetted officer to be used as a valid identity or address proof.  

On losing the original document, getting a duplicate copy issued was tedious. To help with this, the government has come up with provisions for digital documentation and e-signing through DigiLocker, instead of self-attestation.

1) Signing up for DigiLocker

DigiLocker is a highly protected system. Both cloud and mobile application are protected through Aadhaar authentication. You must provide Aadhaar and OTP to avail services of DigiLocker. You must visit https://digitallocker.gov.in/ to create a new DigiLocker account. You can use the username and password to login to the account. You can also use your Aadhaar number and OTP to login. Note that only one DigiLocker account can be opened by an individual as the account is linked to Aadhaar.

2) Issued documents in DigiLocker:

What are issued documents in Digilocker?

 Issued documents are e-documents issued directly by various government agencies in electronic format from the original data source and the URL (link) of these documents is available in the issued documents section under DigiLocker.

3) Uploaded documents in DigiLocker:

Uploaded documents are those documents that are directly uploaded by the user to DigiLocker. Aadhaar can be added or uploaded.

4) Get Educational Certificates Issued Digitally

It was extremely hard to get educational documents signed by the issuing authority. Now, you can now get educational documents and certificates issued directly to the DigiLocker account. As per the latest data, there are more than 20 Crore educational certificates in the DigiLocker system. There are 15 central and state education boards and technical universities issuing certificates to students directly in DigiLocker. Few of the popular certificate issuing authorities under this section are CBSE, CICSE, BSEB, PSEB, Maharashtra State Board, Jharkhand Academic Council and NIOS.

5) Additional Documents and Certificates on DigiLocker

You can get various additional documents and certificates issued directly to your DigiLocker account from various government institutions and authorities. Few issuers that provide documents and certificates through DigiLocker are mentioned below:

6) E-sign documents 

Before DigiLocker came into force, you had to get photocopies of original documents attested by a gazetted officer for using as a valid proof of identity or address. But with DigiLocker, you can easily e – sign the documents and share with the requesting authority through email or post.

E - Sign is similar to self attestation in which the individual affirms that the document produced is not a duplicate or a fake one.

As of now, e-signing can be done by the e-KYC services of Aadhaar enabled through OTP or fingerprint authentication. E-Sign facility can be extremely handy for self-attestation, Income Tax e-filing, account opening in banks, application for vehicle registration or driving license renewal, admission in educational institutions, and so on.

7) Driving License and RC on DigiLocker:

The government has made provisions for citizens to get driving license and registration certificate (RC) through the DigiLocker application from their respective RTO or the issuing authority. Documents verified in DigiLocker can be used instead of original driving license and registration certificate.

The Ministry of Road Transport and Highways issued notification RT-11036/64/2017-MV stating that the driving license, registration certificate or any other document issued through the DigiLocker app or mParivahan app, shall be legally recognized on par with original documents, as per the Information Technology Act, 2000.

These documents can be shared through the app if required. There is a QR code on the document. This QR code present on the document could also be used to validate the authenticity of the document.

Conclusion

DigiLocker is a good initiative by the Government of India to usher new age governance. DigiLocker has eradicated the need of getting documents attested by the gazetted officer. The Ministry of Railways has confirmed through the Commercial Circular No.33 of 2018, that the Aadhaar card and Driving License are considered as valid document of proof of identity when presented from ‘Issued Documents section under the DigiLocker app. Please note that the documents in uploaded section are not accepted as proof of identity. NRIs are not eligible to open an account under DigiLocker as they don’t have Aadhaar card.
