There are two ways to apply for Aadhaar Card if you don’t have POA/POI supporting documents.
You can get Aadhaar Card even without valid address proof and Proof of Identity if your name exists in the family entitlement document like ration card. In the entitlement document, the Head of Family must be enrolled first with valid PoA and Proof of Identity documents. The Head of the family would introduce other family members during enrolling as per the UIDAI website. The Head of Family carries the original address and identity proof. He must accompany you/individual when you apply for Aadhaar Card at the enrollment center.
You/individual must have proof of relationship with the Head of Family. The proof of relationship documents contains the applicant's name and Head of Family. These documents show valid proof of relationship.

You need to have an Aadhaar Number and must be present in person at the Aadhaar Center. This is for introducer-based enrolments.
Both the introducer and HoF must confirm your identity and address. (This is for whom they are vouching for) and sign the enrolment form at the designated space.
The introducer must issue the details in the standard certificate which is the Certificate for Aadhaar Enrolment/Update'. This certificate has a 3-month validity.
