How Efective Has The Pradhan Mantri Ujjwala Yojana Scheme Been?

The scheme has been highly effective and has set high benchmarks for other government schemes. Following are the major achievement of this scheme:

  1. Under the PMUY scheme, more than 5 crore 40 Lakh LPG (Liquefied Petroleum Gas) connections have been released by the government for the underprivileged.
  2. The scheme has an extensive outreach across 715 different districts.

The Objective of The Pradhan Mantri Ujjwala Yojana Scheme:

PMUY scheme aims at providing clean cooking fuel to the families that fall under the poverty line. The women of these families generally use wood as a cooking fuel which is unhealthy and causes great harm. The Pradhan Mantri Ujjwala Yojana is an initiative at improving the living standards of such families and the health of women who take care of the cooking.

The Objective of This Scheme is as Follows:

  1. Improving the living conditions of below poverty line, BPL, families.
  2. Protecting the health of women through the use of LPG.
  3. Empowering women with a healthier way of living.
  4. Preventing diseases caused by burning fossil fuels and other fuels used in cooking.
  5. Reducing and controlling the causalities that are caused due to the use of unclean cooking fuel such as fire hazards.
  6. Fossil fuels cause pollution resulting in severe respiratory problems. With the Pradhan Mantri Ujjwala Yojana, the government aims at reducing these problems.

Eligibility Criteria for Pradhan Mantri Ujjwala Yojana Scheme:

To be eligible for the benefits of the Pradhan Mantri Ujjwala Yojana scheme, the applicant must do the following:

  1. The applicant must belong to a below poverty line (BPL) family.
  2. The applicant must be  female and a citizen of India.
  3. The applicant must be more than 18 years of age.
  4. Depending on the Union Territory and the State Government rules and regulations, household income mustn’t exceed a certain limit to be eligible for availing the benefits of Pradhan Mantri Ujjwala Yojana.
  5. The applicant must have her name in the SECC-2011 data list with authentication in the BPL database of Oil Marketing Companies.
  6. Applicant must not avail any similar schemes issued by the government.

Effectiveness Of The Pradhan Mantri Ujjwala YojanaScheme:

The Pradhan Mantri Ujjwala Yojana scheme was seen as one of the most effective initiatives of the government. The scheme, however, did not reach the expected levels. Beyond the initial free LPG cylinder or the first refill, beneficiaries did not get to the next level.

The major reason behind this negligence or ignorance was money. The cylinders that were issued under the Pradhan Mantri Ujjwala Yojana for BPL families are now being utilized for commercial use. As per a report by the Hindu, LPG cylinder usage has gone down drastically in the below poverty line families.

The expected refills were nearly 3 to 4 in a year; but the year 2018-19 saw only an average 2.98 instances of a refill by the BPL families.

Although coverage initially grew at a fast pace, there is minimal re-adoption of the initiative on the part of the BPL families.
