Overview of the CMHT Scheme:

The Manipur Government had launched the Chief Minister-gi Hakshelgi Tengbang health insurance scheme or CMHT, to offer insurance cover to the poor and those living below the poverty line or BPL. The scheme also covers widows and handicapped people.

The CMHT scheme helps beneficiaries enjoy cashless medical treatment at empanelled hospitals and offers an insurance cover of up to Rs 2 lakhs a year per family, for the treatment of critical diseases.

However, the beneficiaries must be enrolled as per the SECC data list and must have Aadhaar card to enroll under the scheme and enjoy the insurance benefits. The beneficiary can get enrolled under the scheme with the help of the Asha workers in the PHC, CHC and district hospitals nearby.

Objectives of the Scheme:

The scheme offers insurance cover for primary and secondary healthcare and treatment expenses for the following critical diseases provided the insured is admitted to an empanelled hospital:

  • Cardiovascular diseases
  • Kidney diseases
  • Neo-natal diseases
  • Neurological conditions
  • Burns
  • Liver ailments

Treatments for the above-listed diseases are available under district hospitals, empanelled hospitals and CHC.

Eligible Beneficiaries of the Scheme:

All citizens who are enrolled as per SECC data like the poor and the homeless, widows, disabled and AAY (Antyodaya Anna Yojana) cardholders are eligible to receive the benefits of this scheme.

Enrollment Process:

The members eligible for the scheme are intimated by Asha workers, to get enrolled under the scheme. Each beneficiary family receives a Manipur health card and a unique family identification number.  A beneficiary family can have a maximum of 5 family members under the scheme.

Enrollment Fee:

During the enrollment process, each beneficiary family has to pay a fee of Rs 50 to meet the costs of printing the card. The AAY families, widows and disabled people do not need to pay this fee.

Documents Required:

Some of the mandatory documents that must be furnished by the beneficiary at the time of enrollment under the scheme are:

  • Proof of Identity: Voter ID card, PAN card, Driving license, Ration card, Passport, Government ID card, Aadhaar card or any ID issued by government institution can be presented as identity proof.
  • Proof of Eligibility: Name in SECC data, AAY card, Income certificate or any other proof regarding the economic status of the applicant, disability certificate or any other certificate approved by the Manipur government.
  • Aadhaar Number: To enroll under the scheme, the beneficiary or the family head must furnish original Aadhaar card and a copy of Aadhaar along with other documents. Aadhaar is compulsory for enrollment in the scheme. If none of the members of the beneficiary family has Aadhaar, then they must first get enrolled under Aadhaar and then enroll in the CMHT scheme.
  • Other Optional Documents: Any other documents specified by the scheme and issued by the Manipur government are required to be submitted as additional supporting documents.

Benefits Under the Scheme:

  • The insured and family members can avail cashless medical facilities and treatment by showing the CMHT card at an empanelled hospital.
  • The maximum limit in case of general diseases is up to Rs 50,000.
  • The scheme offers insurance cover of Rs 2 Lakh for the above-listed critical diseases. The sum assured can be used by any member of the family on a yearly basis.
  • The cap of Rs 2 Lakh also includes ambulance charges and daily allowance.
  • For availing treatment outside the State, the beneficiary family is offered a daily allowance of Rs 1,000 for the time period of hospitalization which is capped at a maximum of Rs 10,000. This allowance is also included in the annual coverage of Rs 2 Lakh.

Empanelled Hospitals Under the Scheme:

  • CHCs
  • Sub-district hospitals
  • District hospitals
  • RIMS
  • JNIMS
  • Other empanelled hospitals.

The beneficiary is offered the option of choosing an empanelled hospital within the State. In case the treatment procedure is not available at a State hospital, then the beneficiary can avail treatment outside the state.

To avail treatment in other states, the beneficiary must get a referral issued from an approved referral authority of the state of Manipur.

The appointed health co-ordinator at the empanelled hospital, guides the beneficiary through the entire process which includes admission of the insured, discharge, payments and cashless facilities using the CMHT card.
