The Manipur Government had launched the Chief Minister-gi Hakshelgi Tengbang health insurance scheme or CMHT, to offer insurance cover to the poor and those living below the poverty line or BPL. The scheme also covers widows and handicapped people.
The CMHT scheme helps beneficiaries enjoy cashless medical treatment at empanelled hospitals and offers an insurance cover of up to Rs 2 lakhs a year per family, for the treatment of critical diseases.
However, the beneficiaries must be enrolled as per the SECC data list and must have Aadhaar card to enroll under the scheme and enjoy the insurance benefits. The beneficiary can get enrolled under the scheme with the help of the Asha workers in the PHC, CHC and district hospitals nearby.
The scheme offers insurance cover for primary and secondary healthcare and treatment expenses for the following critical diseases provided the insured is admitted to an empanelled hospital:

All citizens who are enrolled as per SECC data like the poor and the homeless, widows, disabled and AAY (Antyodaya Anna Yojana) cardholders are eligible to receive the benefits of this scheme.

The members eligible for the scheme are intimated by Asha workers, to get enrolled under the scheme. Each beneficiary family receives a Manipur health card and a unique family identification number. A beneficiary family can have a maximum of 5 family members under the scheme.
During the enrollment process, each beneficiary family has to pay a fee of Rs 50 to meet the costs of printing the card. The AAY families, widows and disabled people do not need to pay this fee.

The beneficiary is offered the option of choosing an empanelled hospital within the State. In case the treatment procedure is not available at a State hospital, then the beneficiary can avail treatment outside the state.
To avail treatment in other states, the beneficiary must get a referral issued from an approved referral authority of the state of Manipur.
The appointed health co-ordinator at the empanelled hospital, guides the beneficiary through the entire process which includes admission of the insured, discharge, payments and cashless facilities using the CMHT card.
