There is little clarity on what happens if you don’t link PAN with Aadhaar by December 31st 2019. Can you reactivate the PAN after December 31st if you link to Aadhaar after this date? Would you have to reapply for a new PAN?
One thing is clear. If you don’t link PAN with Aadhaar by December 31st 2019, you will not be able to do any transactions where it’s mandatory to quote PAN. It simply means if you don’t link PAN with Aadhaar by December 31st 2019, it’s as good as not having a PAN. You end up paying higher taxes due to non-availability of PAN.
As per income tax laws, the Aadhaar can be used in lieu of PAN; if you don’t have a PAN or Aadhaar is linked to PAN.
You will not be able to quote Aadhaar number for financial transactions if PAN is inoperative. The reason for this is Aadhaar Number can be quoted in lieu of PAN only in two situations:

The Income Tax Authorities have not clarified on what happens if you use Aadhaar Number for financial transactions, once PAN is inoperative. However, if you quote Aadhaar for financial transactions, it’s deemed to be (as good as) a PAN application. You could get a fresh PAN allotted in your name. This could lead to multiple PAN cards which is an offense punishable with Rs 10,000 penalty. However, more clarity is needed on this fine being imposed if PAN is deactivated, as you had not linked PAN with Aadhaar.
There is also a method of linking PAN with Aadhaar without logging in to the Income Tax Portal.
Before linking PAN with Aadhaar through SMS, make sure both documents are registered under the same name. The mobile number must be the same as the one you have registered for Aadhaar.
Example: If Aadhaar is 108846543410 and PAN is XYZA1234F, simply type 108846543410 XYZA1234F and send to 567678. After the SMS is sent, you get a notification. PAN-Aadhaar linking is done successfully.
PAN card will be treated as inoperative for expatriates, (These are people residing out of India for work purposes), if PAN is not linked with Aadhaar. NRIs don’t need to have a PAN Card or Aadhaar Card. But, if they have them, it’s mandatory to link PAN with Aadhaar. NRIs must have PAN if they have taxable income in India or seek to make investments in the country.
There is a high probability that the deadline to link PAN with Aadhaar would be extended. This is because there’s confusion on the rules to link PAN with Aadhaar. But, why take a chance. It’s best to link Aadhaar with PAN as soon as possible.
