PM Narendra Modi in his fifth Independence Day Speech at the Red Fort on August 15th 2018 said he would launch the Pradhan Mantri Jan Arogya Abhiyaan on September 25th 2018. Pradhan Mantri Jan Arogya Abhiyaan (PMJAA) popularly known as Ayushman Bharat would be launched on the birth anniversary of Pandit Deendayal Upadhyay.

What Is Pradhan Mantri Jan Arogya Abhiyaan?

Pradhan Mantri Jan Arogya Abhiyaan will give the poor in India, access to quality healthcare facilities. More than 10 Crore vulnerable families would enjoy excellent medical facilities. Ayushman Bharat would cover 50 Crore beneficiaries with a health cover of Rs 5 Lakh per family per year.

 

How does the Pradhan Mantri Jan Arogya Abhiyaan identify the poor in India? The beneficiaries of Ayushman Bharat are identified according to the SECC (Socio-Economic Caste Census) and the target will be the poor and deprived rural families in India and the identified occupational category of the families of urban workers. More than 8 Crore families in rural areas and 2 Crore families in urban areas will benefit from Ayushman Bharat.

 

1. Who is covered under Pradhan Mantri Jan Arogya Abhiyaan?

 

Pradhan Mantri Jan Arogya Abhiyaan is being called the World’s largest health protection scheme.  All beneficiaries under PMJAA will be given access to cashless benefits from public and private empanelled hospitals across India.

The Government wants to make sure that no poor citizen is left out of the Pradhan Mantri Jan Arogya Abhiyaan scheme. So, Modicare doesn’t cap age and family size. Ayushman Bharat will cover pre and post-hospitalization expenses.

 

2. What PM Modi says about Pradhan Mantri Jan Arogya Abhiyaan?

 

PM Modi wants to make sure that no poor citizen is left out of affordable healthcare. He also said that technology would play a very important role in the implementation of Ayushman Bharat. Testing on all technology tools under Pradhan Mantri Jan Arogya Abhiyaan scheme would begin within 4-6 weeks.

 

3. Funding for Pradhan Mantri Jan Arogya Abhiyaan

 

Pradhan Mantri Jan Arogya Abhiyaan will be funded by both the Centre and the State. The ratio would be 60:40 for Centre and All States and Union Territories with their own legislature.  It would be 90:10 for all NorthEast States and the Himalayan States of Jammu and Kashmir, Himachal Pradesh and Uttarakhand. All Union Territories without a legislature would get 100% funding from the Centre.

 

A memorandum of understanding (MOU) has been finalized between the Centre and 14 States. Andhra Pradesh, Telangana, Madhya Pradesh, Assam, Sikkim and Chandigarh will be using the trust model for the Pradhan Mantri Jan Arogya Abhiyaan. Under the trust model, medical bills will be reimbursed directly by the Government.

4. Important Points on the Pradhan Mantri Jan Arogya Abhiyaan

 

  • Pradhan Mantri Jan Arogya Abhiyaan is a cashless family floater health insurance scheme which covers all members of a household for a year. Socio-Economic Caste Census would be used to identify beneficiaries of the scheme.

 

  • More than 10 Crore families or 50 Crore beneficiaries including existing Rashtriya Swasthya Bima Yojana beneficiaries, would be covered under Pradhan Mantri Jan Arogya Abhiyaan.

 

  • More than 1,354 medical and surgical package categories under 25 specialties like cardiology, neurosurgery, oncology (chemotherapy for 50 types of cancers) and burns are covered. You and other patients cannot avail surgical and medical

 

  • packages at the same time.

 

  • Hospital charges like registration, nursing and boarding charges in the general ward, consultation fees, charges on surgical equipment and the cost of implants, medicines, diagnostic tests and food for patients are covered. Pre and Post hospitalization expenses are also covered.

 

  • For multiple surgeries, the highest package will be waived off for the first treatment and 50% and 25% of costs will be provided for second and third treatment.

 

5. Why Pradhan Mantri Jan Arogya Abhiyaan?

 

Our citizens pay three-fourths of all healthcare expenses from their own pocket (Out of Pocket expenses). More than 5 Crore families are pushed below the poverty line just because of healthcare expenses. Around 3.8 Crore citizens become poor, just because they bear medical costs.

6. How will hospitals be selected under Pradhan Mantri Jan Arogya Abhiyaan?

 

All network hospitals must have at least 10 inpatient beds with adequate spacing and support staff. For hospitals providing surgical packages, a minimum of 15 beds is a must. It’s compulsory for selected hospitals to get the quality certification from National Accreditation Board for Hospitals and Healthcare Providers, within a year of getting approval.
