The Comptroller and Auditor General of India (CAG) has warned that flexi-fare system in premium trains could "force" passengers to opt for airlines. CAG stated that while the scheme led to an increase in passenger earnings, it has resulted in lower occupancy. It also noted that Railways had already lost its premium train passengers to other mail and express trains.
