Venezuela "Ready For Aid", Says President Nicolas Maduro After Red Cross Meeting

Venezuelan President Nicolas Maduro said country was ready to receive international-aid following a meeting in Caracas with the global Red-Cross chief. "We confirm our readiness to establish cooperation mechanisms for international assistance and support," Maduro wrote on Twitter. An ICRC delegation led by its president Peter Maurer has been in South American country since Saturday and is due to finish its visit on Wednesday.

Venezuela blamed an "attack" on its electric-system for a blackout on Monday, second to hit OPEC nation this month, that shuttered businesses, plunged main airport into darkness and left commuters stranded in capital. Power went out in much of Caracas and nearly-a-dozen-states in the early afternoon, stirring memories of a-week-long outage earlier in the month that was the most severe in the country's history.
