The agriculture ministry has proposed a 5-7% increase in minimum support price (MSP) of rabi, or winter-sown, crops to improve the lot of farmers, a development that comes ahead of the assembly election in the food bowl state of Haryana. Punjab and Haryana together contribute around 70% wheat to the central pool, which is used to run public distribution and other welfare schemes.

The government has raised the minimum support price (MSP) of paddy, a key kharif crop, by 3.7 percent to Rs 1,815 per quintal for the 2019-20 crop season, said Agriculture and Farmers Welfare Minister Narendra Singh Tomar Wednesday. The MSP for paddy has been increased by Rs 65 per quintal, Jowar by Rs 120 per quintal and Ragi by Rs 253 per quintal.

India's agricultural economy witnessed significant changes during the post reforms period, many of which were positive, but some were negative. Income-of-farmers could not keep pace with their aspirations and fast growth in income of non-farm workers. Agricultural prices became highly volatile, at times falling too low, and at other times going very high. All these factors shifted discourse on agriculture from "development" to "distress".

A day after farmers' protest demanding higher Minimum Support Price (MSP), the Cabinet hiked the MSP of Rabi crops for 2018-19. The Cabinet approved Rs 105 per quintal hike in the MSP of wheat to Rs 1,840 per quintal. This is in line to provide farmers a 50% profit over the cost of production.

The Modi govt, in a bid to minimize the agrarian crisis in India, hiked the MSP of 14 kharif-crops recently, but strangely it is drastically less than what states demanded from the Centre. The MSP was increased to address the rising-frequency of farmers' agitations in Tamil-Nadu, Maharashtra, Madhya-Pradesh and elsewhere in the country as well as the high-incidence of farmer's suicides in the sector.

West Bengal CM Mamata Banerjee said that PM Narendra Modi is misleading people about increasing the Minimum Support Price of kharif crops. "The Centre has hiked the MSP by only Rs 200, but claiming it has increased it by 50%," Banerjee said. "PM is saying the Centre will double farmers' income by 2022...we've already doubled our farmers' income," she further said.

The Punjab police has beefed up security in the state's Muktsar district where Prime Minister Narendra Modi is to address a 'thanksgiving' rally of farmers today, to be organised jointly by the SAD and the BJP. The rally, which will be held to mark the "unprecedented" increase in the Minimum Support Price of Kharif crops, will be organised at Malout in Muktsar.
